PROBLEM TO BE SOLVED: To provide an excellent anti-thrombogenic property by covering the surface of a base with an anti-thrombogenic material having the proton donating group and sulfuric acid group in the molecule via a reactive compound having multiple reactive functional groups reactable to the proton donating group in the molecule. SOLUTION: The surface of a base is coated with a solution containing a reactive compound having multiple reactive functional groups reactable to the proton donating group in the molecule and an anti-thrombogenic material having the proton donating group and sulfuric acid group in the molecule, then the reactive compound and the anti-thrombogenic material are reacted and linked to manufacture the medical base used in contact with blood, a body fluid, or an organism tissue. The epoxy group, isocyanate group, aldehyde group, or acid chloride group is preferably used for the reactive compound. A monomer having the proton donating group in the molecule and vinyl sulfuric acid, allyl sulfuric acid, or styrene sulfonic acid are used for the anti-thrombogenic material.
