PPROBLEM TO BE SOLVED: To provide understanding system on a person and action that can be inexpensively constructed in a simple configuration, extracts data on the part region of a human body and a specific region, grasps the action features of the person, and further understands the action of the person with the action feature as a database. PSOLUTION: The understanding system on the person and his action comprises an imaging section 2 for detecting an imaging region including a subject person, a part detector 5 for extracting a part region, an action feature detector 6 for detecting the feature of action according to the amount of change in the data at the part region, and an action understanding section 7 for determining the action of the person by combining the features of action detected by the action feature detection section 6.
