PROBLEM TO BE SOLVED: To provide a catalyst for synthesizing methacrolein and methacrylic acid, which shows superb catalytic activity and outstanding selection characteristics for methacrolein and methacrylic acid and a method for manufacturing the methacrolein and the methacrylic acid using the catalyst. ;SOLUTION: This catalyst for synthesizing the methacrolein and the methacrylic acid is manufactured by drying a mixed solution or aqueous slurry containing at least molybdenum and bismuth and crushing a primary molding obtained by primarily molding a powdery baked product undergoing the baking process of the obtained dried product and further, secondarily molding the crushed pieces of the obtained primary molding.
