PROBLEM TO BE SOLVED: To provide a universal access leading to a service function to a radio communication service subscriber even when radio communication service is served anywhere. ;SOLUTION: A gateway exchange is maintained by a radio communication service provider (local provider) not maintaining a radio interface system. When a mobile subscriber of a local provider makes a call, a mobile exchange center serving an area where the subscriber is resident at present is accessed. The mobile exchange center uses dial information to identify a mobile terminal equipment to subscribe to the service of the local provider and informs registration to the gateway exchange via a signal link. Then trunk connection is set up between the mobile exchange center and the gateway exchange. The mobile exchange center acts like a radio interface to allow the local provider to set up call connection and to provide the service function.;COPYRIGHT: (C)1998,JPO
