PROBLEM TO BE SOLVED: To enhance a compression rate of a video signal at a low cost by suppressing deterioration by jerkiness and deterioration by double image easily caused in the case of reducing a frame rate. ;SOLUTION: The compression apparatus 1 includes: a signal separation section 11 used to compress a video signal to separate a luminance signal and a chrominance signal from the video signal; a temporal resolution degree reduction section 12 for reducing the temporal resolution of the luminance signal in matching with an output target frame rate; a temporal resolution degree reduction section 13 for reducing the temporal resolution of the chrominance signal in matching with the output target frame rate; and a data multiplexer section 14 for multiplexing the luminance signal and the chrominance signal whose temporal resolution is reduced and the target frame rate or the like.;COPYRIGHT: (C)2004,JPO
