PROBLEM TO BE SOLVED: To provide an incinerator for wastes, such as sewage sludge or the like, which reduces noxious gases, such as sulfur oxides (SOx), dioxins (DXN) or the like, and greenhouse effect gases, such as carbon dioxide (CO2), dinitrogen monoxide (N2O) or the like.;SOLUTION: An external circulation fluidized incinerator 3 is used for the incinerator for high-water-content and high-volatile wastes, such as sewage sludge or the like. The suspension density of a freeboard of the incinerator 3 is monitored by a pressure gauge so that the inside temperature of the freeboard is maintained at 850-950°C. The density is controlled so as to be 4-16 kg/m3, by the blow balance of three kinds of air, i.e., primary air, secondary air and circulation air which is charged in an external circulation region.
