PROBLEM TO BE SOLVED: To provide a base station control device capable of effectively assigning downward transmission power to a service which is desired by a subscriber located in a cell.;SOLUTION: A traffic collecting unit 11 is designed to perform the processing of collecting incident rates of a CS call and a PS call generated within a constant time period in each cell unit. A traffic analyzing unit 12 is designed to analyze a tendency with respect to within what time band and to what extent the call between the CS call and the PS call is generated, based on collected data collected by the traffic collecting unit 11. A downward transmission power accumulation threshold determining algorithm unit 131 is designed to determine which pattern of the downward transmission power accumulating pattern is suitable, based on the downward transmission power accumulation threshold determining algorithm, based on outputted information from the traffic analyzing unit 12.;COPYRIGHT: (C)2006,JPO&NCIPI
