PPROBLEM TO BE SOLVED: To reduce as much as possible electrical power consumption for each of a plurality of transmitting and receiving stations constituting a spread spectrum communications system, especially the consumption of mobile subscriber station units. PSOLUTION: In the spread spectrum communications system for preserving initial transmitting electrical power level of a second transmitting and receiving station in a nonactive state, a first transmitting and receiving station spreads inversely received signals by using a selected chip code, associated with specified spectrum spread signals from the second transmitting and receiving station to measure an electrical power level of the specified signals that have been spread inversely. The second transmitting and receiving station transmits, during its nonactive state, the specified spectrum spread signals to a first transmitting and receiving apparatus, and then the first transmitting and receiving station receives the transmitted signals to measure an electrical power noise level within a communication channel, estimate the system transmitting electrical power level and compare the measured value and the estimated value. Based on the comparison result, the first transmitting and receiving station transmits electrical power automatic control (APC) signals to the second transmitting and receiving station.
