PPROBLEM TO BE SOLVED: To provide a digital watermark analyzing device which can estimate identification information which would be embedded in a copy of contents used for a conspiracy attack on the basis of a code having a higher sensitivity. PSOLUTION: The digital watermark analyzing device 2 first extracts a plurality of embedded codes having an order from a copy of digital contents. The device then finds symbols corresponding to the plurality of extracted embedded codes, arranges the plurality of found symbols into a symbol string according to the order of the corresponding embedded codes, and finds the symbol string. The device next identifies the identification information embedded in the copy of digital contents used for the conspiracy attack on the basis of the symbol string extracted from the copy and a symbol string uniquely allocated to each due identification information.
