PROBLEM TO BE SOLVED: To enhance the efficiency of dehydration of anaerobic digested sludge by using a mixture of a prescribed polymer contg. a water-soluble cationic vinyl monomer represented by a specified formula with a hydrophilic surfactant. SOLUTION: Monomers including a water-soluble cationic vinyl monomer represented by the formula or its mixture are subjected to reverse phase emulsion polymn. in the presence of a chain transfer agent and the resultant polymer is mixed with a hydrophilic surfactant to obtain the objective dehydrating agent forming particles each having =30m particle diameter when it is diluted with water to a concn. fit for addition to sludge and forming a continuos dry film when the prepd. diluted soln. is applied to a glass plate and dried at 105 deg.C. In the formula, A is O or NH, B is C2 H4 , C3 H6 or C3 H5 OH, R1 is H or CH3 , each of R2 and R3 is a 1-4C alkyl, R4 is H, a 1-4C alkyl or benzyl and X- is an anionic counter ion.
