PROBLEM TO BE SOLVED: To provide a technique that converts observed traffic congestion information to an easy-to-analyze data format without precision degradation.;SOLUTION: About traffic congestion information observed in the past, all start point positions and end point positions of congestion appearing in the traffic congestion information are extracted along every road link, and duplicate point positions are eliminated from the extracted start point positions and end point positions, so that division points dividing the road link are located. As congestion statuses of each road link at collection times of the traffic congestion information, information indicating degrees of congestion related to road link sections divided by the division points is listed to generate a list, and the data expressed in the list are traffic congestion information.
