The block has a frame (1) formed by a series of truss parts (2). Two beams (3) are connected in parallel by short length parts (4). The truss parts of an inclined unit are joined together by straps (6), which are equidistantly arranged in tiles (7). The tiles cover an entire surface, which faces a noise producing area and sealed together by silicone. A plaster paste is placed on a perimeter of an extension part. Insulation panels (8) are arranged between the truss parts. A mechanical fixing unit is arranged on a metal sheet (9), which is mechanically fixed in a visible plasterboard (10). The metal sheet is made of lead.
