Information (110) relating to shipment and rates for a specific country is determined using rules defined by that country's custom regulations (135). Status information of the shipment is received including whether the shipment is cleared the country's custom process. If not cleared then the handling systems insure that product does not ship until clearance is received. The system can also rate and process to accommodate the procedures for each importing country.
