When creating a program, it is possible to check the use purpose of a used video material without reading out an edition video material from a database device containing the edition video material. For this, there is provided an archive management device including: a database unit holding video material meta data describing a video material and a content of the video material, program configuration table meta data describing the content of the program configuration table, and edition meta data describing the edition content of the video material; and a simplified program reproduction meta data generation unit for generating simplified program reproduction meta data according to the video material data, program configuration table meta data, and edition meta data held in the database unit and correlated with the program configuration table ID for the program configuration table ID uniquely identifying a program configuration table inputted.
