The invention relates to mechanical engineering and can be used for producing and using power units of machines and mechanisms, for example, road transport means. The aim of said invention is to increase the performance of combustion strokes of piston and rotary internal combustion engines. The inventive method consists in increasing or limiting maximum amount of outside air and fuel which are supplied during a cycle and in adjusting the values of the maximum possible admission and volume of a combustion chamber. Said method also consists in simultaneously adjusting the admission for a cycle and the volume of the combustion chamber during the engine operation and (or) in maximum permissibly reducing the amount of the supplied outside air and fuel and the volume of the combustion chamber according to the determined operating mode of the engine. The internal combustion engine comprises an air-delivery system which reduces and limits the maximum amount of outside air supplied to the chamber in such a way that the engine degree of admission at all operating modes is less than the maximum possible value thereof or 0.7 for the given working volume. Said invention makes it possible to design piston and rotary internal combustion engine which are based thereon and whose performance characteristics are greater than those of known engines.
