In an information providing system for providing information from a transmission device of a transmitter via a relay device to a reception device of a receiver, the transmission device attaches value information indicating the value of the information to the transmission information and sends the transmission information and the value information to the relay device and the relay device receives the transmission information and the value information, identifies charge information for the transmitter according to the value information, and sends the identified charge information to the transmission device of the transmitter. When settlement information indicating that settlement corresponding to the charge information is completed is received from the transmission device, the transmission information and the value information are sent to the reception device.
