An appliance communication section (212) receives operating state data. An operating state storage section (213) stores the data. A link information management section (215) manages operating state link information including trigger appliance information for identifying the operating state of one of home electric appliances and link appliance information for detecting another home electric appliance operating in a link with the operating state of one home electric appliance. An operating state read section (214) extracts operating state data corresponding to the operating state of the trigger appliance information from the operating state data and extracts operating state data corresponding to the link appliance information. According to the extracted operating state data a link operation control information setting section (217) creates link operating control information including the operating state of the one home electric appliance and the control contents of the another home electric appliance which are used as the condition of start of control of link operation between the one electronic appliance and the another electronic appliance.
