PURPOSE: A blasting method for controlling shock wave is provided to prevent adverse effects such as crack of surrounding building and ground subsidence, cleanly form shape of the blasted boundary surface and reduce explosive used, a base rock cutting device used in the method is provided, and a blasting preparation structure is provided. CONSTITUTION: In a base rock cutting device for cutting off inner and outer parts of the boundary line together with the perforated holes by removing the base rock between a plurality of perforated holes drilled along a boundary line for dividing an inner region to be blasted on the free face of a base rock to be blasted in such a way that the perforated holes are parallel to each other with being spaced apart from each other in a certain distance, the base rock cutting device comprises a main body(33) which is longitudinally extended in such a way that the main body is penetrated into the perforated hole, and in which an inner space(72) is formed; a circular saw(37) rotationally installed at the outer side of a front part of the main body to remove a certain width of the corresponding base rock between the perforated hole and a neighboring perforated hole when the main body is penetrated into the perforated hole so that inner spaces of the perforated holes are communicated with each other; a driving means installed in the main body to rotate the circular saw by receiving external power; and an operation part(35) positioned at a rear part of the main body to control the driving means.
