PURPOSE: A system for preventing the frost killing of cultured fish is provided to prevent cultured fish from being frost killed by heating the water temperature of a heat insulating house by a heating facility. CONSTITUTION: A screw(209a) with a drum winch(209) is mounted on the upper center part of a heat insulating water stop(203) of a heat insulating house frame installed in the stratum of sea water. An alongside deck(205b) and a gate door(205a) are formed in one outer side thereof. A solar heat collecting plate(201) is constructed on the roof of the heat insulating house(200). The drum winch(209) is formed on a foot board(205) formed on an inner wall on the water surface in the heat insulating house(200) so that the screw(209) can be protruded. A water supply tank(500) changes sea water pulled from a sea water inlet tube(401) into fresh water and stores the same. The fresh water supplied from the water supply tank(500) is introduced into a thermal energy storage tank(600) selectively via an oil boiler(300), a midnight electric boiler(700) and a solar heat collecting boiler(800). The hot water passes through a heating coil tube(207) mounted on a heating coil placement table(210) fixed to hinge parts and is discharged again to the thermal energy storage tank(600).
