A device and a method for releasing hydraulic pressure are provided to secure the safety of a bridge structure by dismantling an upper member of a bridge bearing without damaging a bridge structure and to perform a replacement work for a bridge bearing economically and safely by low manpower and quick construction. A device for releasing hydraulic pressure(200) contains a fixture placed on a wing plate projected to an upper member(110) of a bridge bearing installed on an upper structure(150) of a bridge to prevent the device for releasing hydraulic pressure from being separated downward and to support the tensile force generated on the corner of the device for releasing hydraulic pressure, a reinforcement attached to place a hydraulic jack(310) and to support the tensile force generated on the other corner of the device for releasing hydraulic pressure, and a tension member installed on both sides in a rectangular frame by welding, an enlarger(330) provided with an insertion hole and fixed with a cylinder of the hydraulic jack to generate impulsive force stably.
