An apparatus and a method for scheduling multi-level packets in an OFDMA(Orthogonal Frequency Division Multiple Access) wireless packet system are provided to perform the scheduling of more subscribers by reducing a packet scheduling execution time, increased according as the number of UEs(User Equipments) is increased, by using an uplink feedback information transmission execution time interval. An SPC(Secondary Packet Scheduler)(310) calculates the priority of servicing all UEs, and extracts a specific UE on the basis of the maximum serviceable number within a downlink one frame of an OFDMA wireless packet system. A PPC(Primary Packet Scheduler)(320) calculates priority in consideration of wireless environment in the UE extracted in the SPC(310), and performs packet scheduling to correspond to the calculated priority.
