PURPOSE: An oceanographic observation center using a mobile communication network and a managing method thereof are provided to enhance the efficiency of management by improving a communication structure of the oceanographic observation center. CONSTITUTION: A control box(110) is connected to a solar cell(121), a storage battery(122), and a sensor(140). The control box includes a charging/discharging unit(114), a signal processor(111), a GPS receiver(115), and a communication module(116). The charging/discharging unit is connected to the solar cell and the storage battery in order to charge and discharge the current. The signal process is connected to the charging/discharging unit. The communication module is used for supporting the commercial mobile communication. The signal processor includes a CPU(112) and a memory(113). The CPU is used for controlling the GPS receiver, the communication module, and the sensor. A GPS antenna(131) and a communication antenna(132) are installed at the GPS receiver and the communication module, respectively.
