PURPOSE: A device and a method for measuring a quality of a location-based service are provided to store all records to the end from the beginning of a location-based service, and to supply statistics on the records in various types, so that a mobile communication service provider can measure the quality of a self location-based service to more exactly conduct an optimizing work of the location-based service. CONSTITUTION: A data storage(210) stores quality measurement data. A display(208) displays a state of a mobile communication terminal(110) and quality measured results. An external interface(200) transceives a control signal with a monitoring terminal(174). A communication module unit(204) transceives a quality measurement message transceived from the mobile communication terminal(110). A power unit(214) supplies power. A microprocessor(202) receives the quality measurement message to generate the quality measurement data, and controls the quality measurement of a location-based service in real time.
