PURPOSE: A method for registering a PSTN(Public Switched Telephone Network) phone number in a VoIP(Voice over Internet Protocol) exchange by using a combined PSTN and VoIP phone is provided to connect a phone connection request, originated from the Internet and designating a PSTN number as an incoming phone number, to VoIP through the Internet, not through an expensive PSTN phone line. CONSTITUTION: In a SIM(Subscriber Identity Module) card issuing step, a VoIP Internet phone service provider inputs a VoIP service ID or a phone number, and a service provider PSTN phone number for service initial registration for a subscriber, and inserts inputted data in a VoIP phone terminal, to issue a SIM card used for authenticating the subscriber. In a communication connection step for registering a PSTN phone number, the subscriber inserts the SIM card in a combined PSTN and VoIP phone terminal to connect data communication to the PSTN phone number for registering a phone number of the service provider. In a subscriber information transmitting step, VoIP subscriber information and a PSTN phone number of the subscriber recorded in the SIM card are transmitted to a phone number registration module of the VoIP Internet phone service provider. And in a PSTN phone number registering step, the phone number registration module authenticates the subscriber information and the PSTN phone number transmitted from the combined PSTN and VoIP phone terminal of the subscriber, and if valid, records the subscriber information and the PSTN phone number in a phone number database of the VoIP service provider.
