The present invention provides a fire monitoring system using an XY-axis projection graph for automatically detecting the position of smoke and flame generated when a fire occurs using a graph projected on the XY axis for use in a fire and forest fire monitoring system and a fire monitoring system using the same. A computer-readable recording medium in which the method and the fire monitoring method are implemented. In particular, after the pre-processing of noise filtering, etc., from the input video image, the image is projected in the X-axis and Y-axis directions to generate an XY-axis projection graph, and the area changed by the difference from the XY-axis projection graph of the background image is detected. By monitoring changes in the XY axis direction, it is possible to effectively reduce the frequency of false detection of fire caused by smoke and flame even in the outdoor environment, and by changing the XY axis projection graph, which is a one-dimensional array, very effectively changed without clustering process.
