A scour-preventing facility of an ecological pier base is provided to restrict the pier base from being partially damaged due to friction with a water facial flow, to prevent the pier base from being scoured in water by steadily rooting aquatic plants, and to give aquatic organisms a habitat or an egg-laying place. A scour-preventing facility of an ecological pier base comprises a scour-preventing tool having a cylindrical outer shell unit(41) formed with a separated protrusion unit(41a) on the lower end and fixed with a fitting tool(42) on the upper end, an inner shell unit(43) formed with an ecological moving long-hole(44) at the inner side of the outer shell unit to move aquatic organisms, and a net body(45) formed at the upper side of the ecological moving long-hole in the outer shell unit to combine the inner shell unit with the inner side to be filled at the upper side with broken stones or soil and to surround the pier base in multiple steps; a fixer(30) having plural bolt units(31) protruded outward at the upper and lower sides to be fixed at every direction of the lower end of a pier column(50) and wound/fixed on the pier column by a combining band(32); a combining guide(20) bolt-combined with the bolt unit of the fixer on one end and sequentially penetrated by the fitting tools of the outer shell unit on the other end to pass and curve the lowermost fitting tool upward to form a supporting unit(24) for fixing/supporting the plural scour-preventing tools on the pier column, a guide groove at the middle portion by curving the lower end of the supporting unit upward, and a vegetation frame moving unit(21) having a moving long-groove(23); and a floating vegetation frame(10) shaped in an arrow-like box having a protrusion unit(14) projected of the outer surface center outward to grow aquatic plants inside and to expose roots at the lower side, a roller shaft(12) projected/curved inside to be fitted into the guide groove, and a triangular roller(13) slidingly combined at both sides of the roller shaft from the inner side of the moving long-groove.
