Provided are a liquid crystal aligning agent which improves anisotropy and gives the effect due to photo Fries rearrangement, a polyurethane-based photosensitive polymer liquid crystal alignment layer prepared by using the aligning agent, its preparation method, and a liquid crystal device using the alignment layer. The liquid crystal aligning agent comprises a triazine ring represented by the formula 1 as a main chain, wherein R2 and R4 and R3 and R5 are connected by a urethane bond; m+n=1; 0=m=1; and 0=n=1. Preferably in the formula 1, R1 is represented by the formula 1a, 2a, 3a or 4a. The polyurethane-based photosensitive polymer liquid crystal alignment layer is prepared by coating the liquid crystal aligning agent on a substrate to form an alignment layer; and irradiating UV rays to the formed alignment layer.
