A VoIP(Voice over Internet Protocol) terminal having a QoS(Quality of Service) monitoring function and a QoS monitoring method are provided to detect a QoS state value through RTCP(RTP(Real-Time Transport) Control Protocol) packets and RTP packets transmitted/received from a terminal which is in communication through a network, and to compare the detected QoS state value with a preset QoS state table, in order to display the corresponding QoS state for a user. A VoIP terminal(1) comprises the followings. The first detector(100) detects a packet loss value and a jitter value from an RTCP packet received from a VoIP terminal which is in communication. The second detector(200) calculates an RTT value through the RTCP packet and an RTP packet received from the terminal which is in communication, and adds the jitter value detected through the first detector(100) and the RTT value to calculate time-base coordinates values. A controller(300) detects a QoS state value through the 'packet loss value' and the 'time-base coordinates values' detected through the first and second detectors(100,200), and compares the detected QoS state value with a QoS state table(400) to display the corresponding QoS state.
