A method and an apparatus for activating carbonized materials or waste activated carbon using microwave dielectric heating are provided to reduce fabrication cost of facilities by reducing scale of facilities compared with existing activated carbon production facilities, promptly activate the carbonized materials by using heating characteristics of microwaves, and reduce heat loss by maximally using a heat exchanger. An apparatus for activating carbonized materials or waste activated carbon using microwave dielectric heating comprises: a hopper(1) for transferring carbonized materials; a carbonized material heat exchanger(2) for simultaneously cooling activated active carbon and preheating carbonized materials to be activated; a multistage microwave dielectric heater comprising fused silica tubes(30,31) that are resistant to a high temperature and can be heated to a temperature of about 1,000 deg.C in order to activate the carbonized materials by dielectric heating carbonized materials using microwaves; a steam heat exchanger(5) for cooling gas generated in the activation process and heating steam supplied into the fused silica tubes to a high temperature; a collection tank(7) for collecting the activated active carbon; and a steam boiler(6) for generating steam.
