The root of the steam turbine seal ring comprises a comb. Ring scallop formed integrally or attached to the turbine rotor. Between the comb aperture and turbine stator blades in the root zone is formed by sealing the axial or radial clearance. Fine mesh honeycomb units are bonded to the diaphragm opposite the annular turbine stator comb rotor to form sealing radial or axial gap between the cell blocks and the rotor comb.
