The generating plant uses a gas turbine plant and a steam turbine plant. A waste heat recovery boiler is provided to generate vapour for the steam turbine drive using the heat generated by a gas turbine. A vapour cooling system cools the gas turbine parts. During the cooling process superheated steam is generated which is utilised by the steam turbine plant. A flow sensor is provided to detect the flow of vapour in cooling system. The warming completion time of vapour cooling system is judged at the time of starting, by deviation of vapour flow.
