The arrangement has a dehydration layer provided above a dumping unit. The layer is covered by a reculturing layer with top soil. The dehydration layer is designed as a water stop-and discharge layer (6). The layer (6) is composed of recycling material, coarse slit, fine sand and or medium sand. A seeping layer (4) is arranged between the layer (6) and the dumping unit. The layer (6) is sectioned by use of locking bolts.
