The arrangement has a support construction (2) arranged below a base ceiling (5). A tube mat (10) is arranged for flow through of heat or cool fluid, where the mat is attached with a fastener at the construction. A plate shaped isolating unit (9) is arranged over a capillary region of the tube mat. The isolating unit transfers a retaining flux in an installed condition of the capillary region to the construction.
