A controller with actuators (24, 29) determines the location or maximum path (26) of each side-folder (4). It determines the instant when the side-folder is started and governs its displacement-time function. The side-folder projects into the sheet tubing pouch (2) at a fixed location. The controller imposes constant side-folder excursion. The side-folder moves in cyclically. It is optionally switched in or out. In the drive arrangement, independent actuators (24, 29) on a fixed rail (31) are connected (32) to the tips. A linear electromagnetic drive is used.
