The device is made from a pre-fabricated, hollow and pressure-tight container (1, 1') with a closeable upper filler opening (10), a connector (20, 21) that is connectable to one another on the opposite-lying sides of the container. There is an anchor device (14) to enable the container to be fixable underground, as well as a plate-shaped means (22) beneath the ground to prevent washing away of the container. The container may be single-walled or double-walled. There may be an intermediary chamber (8) located between the two walls and through which a closeable upper filler opening (9) may be filled. The intermediary chamber may be filled with protective material which may be concrete, bitumen or hard plastic. The container may be block or quadratic-shaped and be made up of a base (2), two longitudinal walls (5, 6), two perpendicular walls (3, 4) and a covering wall (7).
