The system has a manual starting device for starting a prime mover in response to manual operation of a switch (18), and an automatic starting device. A failure safety device enables starting of mover by the manual device in reaction to a manual operation of the switch, during failure of the automatic device and when a gear shift lever of a gear is in position, in which starting of mover is prevented by the manual device. The automatic starting device can be used when the manual starting device exhibits a failure at the time of starting the prime mover by the manual operation of the switch.
