First allocation unit allocates number of video pictures to scene and generates corresponding first allocation data. Second allocation unit provides identification data elements for scene and second allocation data. Third allocation unit generates link data elements, identifying external data, and corresponding third allocation data. User operates request unit with selectors of picture element data from video picture and evaluates allocation data of all three units.
