The device has rotor arms linked to a rotor shaft, in the form of rotating roller for developing a magnus effect. Crank webs (4) are arranged between a bearing pin (3) at the rotor shaft housing and the rotor arms. The crank webs initiate pitching moment around the rotor axis. The webs are swivelable by a swash plate or swiveled cylindrically with adjustable rotary angle up to a maximum of ninety degrees.
