Cosmetic pencil composition (I) comprises: (a) 10-30C alkane carbonic acid substituted with hydroxyl group; (b) neutralizing agent for (a); (c) water-soluble polyvalent 2-9C alkanols and/or water-soluble polyethylene glycols; (d) water; and (e) non-ionic oil-in-water emulsifying agent, where (I) comprises a linear, liquid polymethylsiloxane (in 20[deg]C) substituted with 12-18C alkyl and/or aryl. Cosmetic pencil composition (I) (in the form of gel based on fatty acid salt e.g. soap) comprises: (a) 10-30C alkane carbonic acid substituted with hydroxyl group; (b) neutralizing agent for (a); (c) at least 35 wt.% of at least water-soluble polyvalent 2-9C alkanol with 2-6 hydroxyl groups and/or at least a water-soluble polyethylene glycol with 3-20 ethylene oxide unit, related to the total composition; (d) water (2-50 wt.%), related to total composition; (e) non-ionic oil-in-water emulsifying agent with a HLB value of at least 10, where (I) comprises 0.1-1.0 wt.% of at least a linear, liquid polymethyl siloxane (in 20[deg]C) substituted with 12-18C alkyl and/or aryl, related to the total composition.
