The apparatus has a positioning seat with a cover (3) having recesses (31) and extending from a center of a central pin (32) at which a magnetic piece (4) is arranged. The cover is mounted at a cutter joint face of a cutting plate seat in such a manner that the pin passes through a pin hole of the face, and the piece attracts a cutting plate. The cover has projections engaging lugs of the face, when the cover rotates around an angle.
