The device has a vehicle and a work platform. The hub or the root is formed for applying on a gondola of two diagonally upward pointing rotor blades. The hub or the root is equipped with means for guiding of ropes which carry work platform. The vehicle is a captive balloon. An independent claim is also included for a hub-working platform.
