The generator has a gasket (16) provided between an end plate of a body (11) of a flat housing and an end plate of a body (21) of a heating unit. Lower and upper chambers are formed between an outer side of the body (21) and an inner periphery of the body (11). The lower and upper chambers are formed below and above two flanges (211), respectively. The upper chamber is connected with a chamber (24) by a passage in the body (21).
