PURPOSE: A motion estimation apparatus and method capable of detecting a scrolling text or graphic data are provided to detect a text or graphic data scrolled in the horizontal direction and provide information required for picture interpolation. CONSTITUTION: A motion estimation apparatus includes a line-wise motion estimation unit(100), a demultiplexer(150), a motion vector buffer(200), a scroll detector(250), a scroll line detector(300), and a multiplexer(350). The line-wise motion estimation unit calculates a motion vector representing a horizontal motion on the basis of lines of an input reference field/frame and current field/frame. The motion vector buffer stores the motion vector. The scroll detector judges whether there is a horizontal scroll motion in the current field/frame from the motion vector stored in the motion vector buffer. The scroll line detector judges whether there is a scroll motion for each line when the horizontal scroll motion exists in the current field/frame.
