PROBLEM TO BE SOLVED: To prevent interruption of a call and reduction in a subscriber capacity without causing overshoot to transmission power of a mobile station and without giving large interference momentarily onto other mobile station by gradually executing transmission power control of the mobile station at start of call connection. ;SOLUTION: A mobile station 200 starts traffic channel transmission of a preamble signal so that a base station 100 easily receives a signal from the mobile station 200 when the mobile station 200 receives a channel assign message from the base station 100. As soon as the base station 100 transmits the traffic channel, the base station 100 starts control of incoming transmission power of the mobile station 200 and transmits transmission control bits with a fixed pattern not relating to received energy till receiving the preamble signal to control the mobile station 200 whose transmission power is gradually increased. Furthermore, upon the receipt of the preamble signal, the base station 100 selects closed loop control based on the reception energy of the signal from the mobile station 200 and controls transmission power to the mobile station 200.;COPYRIGHT: (C)2000,JPO
