The system has a set of transmission beacons (316, 320) that are attached to a set of monitored individuals and a central monitoring server. The transmission beacons transmit signals including data regularly. The signals are received by one of local monitoring devices (306, 308), when one beacon is found in a reception area of one local monitoring device for permitting the tracking of the monitored individuals. An independent claim is also included for a method for monitoring and tracking a set of individuals.
