The casing has a case (14) with an annular layer (18), disposed around an annular collar (12), spaced radially outwards relative to the collar. The collar is arranged around blades (6) distributed around a rotary shaft of a rotor. The case having a stringer is arranged around the collar and filled with a metallic, organic or ceramic foam (16) to ensure retention of bodies i.e. debris of blades, projected by the rotor. An independent claim is also included for a method for obtaining a rotor casing of a turbine engine.
