The device has a cylinder (1) articulated by two handles (7d, 7g) inserted in two housings at an inner part of the cylinder. The handles exert a clamping force of the cylinder. Opening lips of the cylinder are filed at 45 degree for their superposition during clamping a clip. Springs (2, 3) allow open position of jaws of the cylinder and an antagonistic pressure force during cooling of thermoplastic material.
