The device has a fastener (16) forming a spring with two branches joined by a central loop (21). The branches are applied against a rail flange, and a sleeper screw (18) traversing the loop is screwed in a fixed support. A spacer (30) traversed by the screw has stressing units (31) to stress the fastener. The stressing units are arranged to yield from certain effort transmitted by the screw on the spacer.
