The system (1) has a movable part (3) rotatably mounted with respect to a fixed part (2) and including a toothed gear wheel (20) rotating a column shaft. A sensor (26) integrated to the part (2) is arranged relative to and at a distance from an air gap of an encoder (27) integrated to the part (3). The sensor detects pulses from the encoder to deliver signals representing an angular position of the part (3) with respect to the part (2). An independent claim is also included for a steering wheel of a motor vehicle, comprising a steering column`s shaft actuating system.
