The device has a support (101) with two branches (110, 111), spaced for the width of a strap, comprising axle bearings (114, 115). A winding axle (102) has a crank (122) freely engaged in the bearings, and a longitudinal slit (123) occupying the part of the axle engaged in the support. The slit opens to a free end (124) of the axle and receives an end of the strap. A handle (113) is associated to one branch (110) near the bearing (114).
